Plain Language Summary
This research report presents evidence for the Independent Stakeholder Response element of the fifth round of the review of the WHO Global Code of Practice on the Ethical Recruitment of Health Personnel. It is based on a survey of PSI affiliates carried out in in June/July 2024 on international migration, recruitment of health and care workers, and measures governments and other stakeholders are taking to implement the WHO Global Code. Trade union PSI affiliates from 35 countries responded to the survey, thus providing a geographically-extensive snapshot of how the Global Code is being implemented (or not) in WHO member states.
highlights challenges identified by public services trade unions and PSI in implementing the WHO Global Code and realising positive outcomes in keeping with the health and health-related SDGs;
sets out the urgent case for continued policy and advocacy work by governments and independent stakeholders, including PSI, to realise fair and ethical international recruitment and positive outcomes for migrants.
