Abstract
The global youth population is larger than at any time in human history. This chapter explores what this might mean in the context of global development. It begins with a brief discussion of what the term youth means, highlighting its fluidity and ambiguity, and some of its social, political, and economic connotations. It then focuses more firmly on what the implications of a large youth population might be, not least for young people themselves. Finally, with an emphasis on the empowerment and agency of young people, it describes and critically evaluates three paradigms that have characterised youth engagement in the context of development policy and practice.
