The Panorama programme, Undercover Care: The Abuse Exposed (BBC1, May 31 2011), which brought to light the severe abuse of people with learning disabilities at Winterbourne View Hospital, Bristol, may well be a watershed in health care in the UK. It undermines the government’s confidence in private health care and challenges Department of Health (DH) policy that has allowed the growth of large-scale hospital campuses for people with learning disabilities in the private sector while reducing the same provision in the NHS.
