Abstract
English in Action (EIA) is a 10-year national English language education programme from 2008 to 2018 intended to improve English language skills in Bangladesh. One of two components is a school based programme to improve English teaching and learning in primary and secondary schools.
The EIA Value for Money (VfM) framework is designed to develop a better understanding and better articulation of costs and results to enable more informed, evidence-based choices.
This framework compares school-based teacher development with small-scale direct face-to-face teacher development and larger-scale cascade face-to-face teacher development.
The briefing note looks at indicators of economy, efficiency, effectiveness, equity, cost-effectiveness and cost-benefit analysis. It unpacks these through two case studies on 'Teacher support from international experts to Government systems' and 'Braving the technology curve'.
It sets out highlights of the VfM journey - what remained core, what was strengthened and what was streamlined or discarded. It concludes with key VfM lessons learned.
