Abstract

This publication was developed from Local Authority funded epirical research in the UK with over 250 social service users and carers and their experiences of community care. Initially presented as an invited conference paper at the University of Ottawa in 2002, it was subsequently published in the peer reviewed internet Journal. The article contributes an innovative approach to the easureent of quality and has advanced both methodology and the policy debate internationally. The article led to Dowling's appointent as the UK Editor of The Public Sector Innovation Journal which has a worldwide interdisciplinary audience in the public sector. She is editor of a special issue in Deceber 2007 on 'Client Empowerment'.
