Abstract

This book reports the findings from a Department of Health grant evaluating the NICE (National Institute of Clinical Excellence) Citzens Council. This high profile example of deliberative democracy was investigated through a detailed ethnography and analysis of the video records of meetings. It was the first piece of research to track the actual discursive practices which make up citizen deliberation. The book calls into question idealised accounts of citizen inclusion found in political theory and builds a new analysis of successful 'discursive democracy'.
