Abstract
This policy brief proposes a policy framework for creating and sustaining university-led ecosystems in Kenya. A mixed approach to data collection and analyses, drawing data from both primary and secondary sources were used. The findings reveal three key recommendations: (1) Create region-based centres of excellence within universities as anchoring institutions that are linked to the National Innovation System with distinctive professional identities; (2) University-led ecosystems as networks capturing multiple identities into a common professional identity for creating entrepreneurial and innovative solutions to local economic development; and (3) A policy framework with a clear implementation pathway can transform the informality of existing less connected ecosystems into formal inter-sectoral ecosystems.
