Abstract
The law states that it should be possible for a couple to marry in a minimal ceremony – involving only the couple, two witnesses (hence '2 + 2'), a superintendent registrar and a registrar – for £127 if they are both UK citizens. This includes the fee for both parties to give notice, and one copy of the marriage certificate. This review of the websites of about one-fifth of the local authority areas in England and Wales suggests that it is impossible to marry for this amount in about one in three areas, and that a 'postcode lottery' determines the minimum cost of getting married.
