Over the past 10 years, researchers at the Open University (OU) in the UK have been involved with a New Europe-New Energy project, which has attempted to monitor and assist the development of sustainable energy policies and technologies in the new European Union (EU) countries - in particular, but not exclusively, those countries emerging from the break-up of the former Soviet Union. ...

In June 2005, the Open University team reported on the progress made at the "Globalisation, New Economy and the Environment" conference in St Petersburg. This chapter is, in effect, an update of that report (Cook and Elliot, 2005).
