Abstract

This paper explores how different types of information are needed when the basis of policy changes, Very often new policies are constrained by the information gathered to service the old policy structure. There is a danger of using information that is gathered rather than that which is needed.

When policy changes (and this paper explores both health and transport policies), then it is frequently necessary to change the research questions and methods involved.
