Abstract
The South Korean or Asian Tiger model is no longer available to poor counties, because preference for local companies and elite businesspeople is now billed as "corrupt". The paper asks if Mozambique is trying to follow such a model covertly, by supporting the development of domestic capital allied to the ruling party, Frelimo.
