Abstract

The purpose of this paper focuses in analyses of collaborative environment that has been building into the OpenScout tool library by a Portuguese language community interested in discussing of technologies and education. This research aims to understand the architecture of this process and highlight characteristics of OER [Open Educational Resource] when it transform from artifact towards a collaborative environment.
